Mist and thunder are at the top because both of them imo has the best combos based on how easy it is to land and the damage you do after landing them. 1.They also have guard breaks and super armor attacks. I actually think that mist and flame are the 2 best breathings in the game rn. Thunder is toxic as hell too, but at least most of its moves are blockable.
